spread the light beyond its proper boundaries

form a fog round the edges of a bright image

this works on TV or in a photograph, smear Vaseline

on the lens and then it depends what you’re capturing

bleed strong light into an adjacent area, comingle light with

atmosphere, take care when applying the salve to the screen
